Position Summary
The Supply Technician (Navy Mail Router) will support Naval Supply Systems Command (NAVSUP) Headquarters, Postal Support Branch, by performing specialized Navy mail routing and address-management functions for Navy mobile units, ships, and shore installations operating throughout the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The position is responsible for determining and coordinating the movement of official Navy mail using unit Mail Routing Instructions (MRIs), available transportation lanes, commercial air and sea carriers, Department of Defense transportation assets, and applicable military and U.S. Postal Service routing systems.
The successful candidate must be capable of operating in a high-accountability environment where timely routing decisions directly affect mail delivery to deployed and mobile Navy units. The role requires coordination with military postal organizations, Fleet Logistics Centers, U.S. Postal Service activities, Department of State contacts, transportation providers, and Navy operational stakeholders. The Mail Router will also analyze postal data, monitor potential delays, maintain routing and ZIP Code information, prepare correspondence and reports, and immediately elevate situations that may degrade mail service.
Essential Duties and Responsibilities
Navy Mail Routing and Address Management
- Apply applicable USPS, Department of Defense (DoD), Department of the Navy (DON), and federal postal requirements when routing mail and maintaining Navy address information.
- Support Navy Address Management across the NAVSUP enterprise, including the eight Fleet Logistics Centers identified in the PWS: Norfolk, Jacksonville, Pearl Harbor, San Diego, Puget Sound, Bahrain, Sigonella, and Yokosuka.
- Determine appropriate Navy mail routing based on unit Mail Routing Instructions, operational schedules, transportation availability, consolidation points, delivery points, and destination requirements.
- Review and interpret Mail Routing Instructions (MRIs), CTF Schedule of Events (SOE), ship schedules, mobile-unit schedules, and other information identifying unit locations and mail-delivery requirements.
- Analyze routing information, establish or disestablish addresses as required, and make recommendations to improve postal service effectiveness and efficiency.
Mobile Unit and Worldwide Mail Movement
- Manage and coordinate mail movement for Navy mobile units, including movement to and from military post offices, USPS facilities, and servicing port locations worldwide under Publication 38, USPS-DoD Postal Agreement.
- Coordinate mail delivery for units at worldwide locations and contact supported units as necessary to validate requested services and advise personnel on proper MRI message format.
- Determine mail dispatch schedules necessary to support delivery to ships and other mobile units operating globally.
- Coordinate with the Military Postal Service Agency (MPSA) and Joint Military Postal Activities (JMPA) to support delivery while ships are in port and other routing requirements identified in the PWS, including COD/VOD delivery and CLF onload.
- Assess transportation schedules and the capabilities of local delivery points to make independent routing decisions that support timely mail movement.
Postal Systems, Transportation Coordination, and Liaison
- Use the Automated Military Postal System (AMPS) and USPS routing systems to obtain, validate, and apply mail-processing and transportation information.
- Coordinate and exchange information with military airlift and sealift organizations, commercial air and sea carriers, Fleet Logistics Centers, Department of State contacts, sister-service postal operations, and other interfacing activities.
- Apply requirements and operating considerations associated with domestic and foreign commercial carriers, USTRANSCOM, MPSA, Department of State activities, husbanding agents, and other organizations affecting military mail movement.
- Analyze outbound and retrograde mail-processing systems and contribute to the development or negotiation of mail-processing standards and overseas/CONUS military postal requirements.
ZIP Code and FPO Address Administration
- Request establishment and disestablishment of mobile-unit ZIP Codes through MPSA.
- Monitor ZIP Code assignments and disestablishments for Navy mobile units.
- Assist with coordination of Fleet Post Office (FPO) address establishment and disestablishment.
- Prepare required correspondence to notify USPS Postmasters and DoD representatives of changes to unit routing and the required disposition of mail already received.
- Respond to mail-routing inquiries from supported organizations and stakeholders.
Postal Data Analysis, Reporting, and Briefing
- Collect, organize, analyze, interpret, and present postal information and management data.
- Prepare and maintain data related to mail on hand, surface mail, empty equipment, inter-theater Intra-Delivery Service (IDS), ship listings, Daily Mail Change data, and other required operational measures.
- Consolidate information into reports and spreadsheets for metrics submissions to the Director Postal Operations.
- Use qualitative and quantitative techniques to evaluate the effectiveness, efficiency, and productivity of postal-service programs.
- Prepare reports, spreadsheets, briefings, findings, and recommendations for operational and management use.
- Analyze deficiencies and develop recommendations to address mail transit times, port-call locations, Navy Service-Wide Transportation (SWT) costs, address establishment/disestablishment issues, and other postal-performance concerns.
- Evaluate interrelated issues affecting the effectiveness, efficiency, and productivity of Navy activities, mobile units, and other DoD organizations at military installations.
Operational Monitoring and Issue Escalation
- Monitor mail-dispatch documentation generated by CONUS dispatching locations, Navy mobile units, and CONUS USPS facilities to identify mail-delay trends, scanning shortfalls, or other service concerns.
- Report operational changes, routing issues, and service problems to NAVSUP’s Director Postal Operations.
- Immediately notify the Director Postal Operations of any routing situation that could result in degradation of mail service.
- Complete required Navy mail-routing actions by the end of the business day in accordance with contract timeline requirements.
Required Qualifications
- Current Secret security clearance. All proposed personnel under the solicitation are required to possess a Secret clearance.
- Ability to perform duties on classified and unclassified Navy, DoD, and commercial networks as required by the assignment.
- Ability to safeguard classified material and information and to work in secure rooms approved for the handling and storage of classified information.
- Demonstrated ability to analyze operational information, make sound routing decisions, communicate with multiple organizations, prepare written products, and meet same-day operational timelines.
- Ability to work independently and exercise judgment based on routing instructions, transportation schedules, operational requirements, and delivery-point capabilities.
- Ability to coordinate effectively with military, federal, postal, transportation, and commercial stakeholders in support of worldwide operations.
Ideal / Preferred Knowledge and Experience
- Federal mail policy and postal regulations issued by GSA, DoD, and DON.
- Domestic and international USPS postal laws and regulations.
- Policies, directives, precedents, and carrier requirements that affect military postal operations, including requirements associated with commercial air carriers, USTRANSCOM, MPSA, and Department of State operations.
- Operation or support of large commercial and/or military mail-processing facilities serving worldwide destinations.
- Mission, program goals, objectives, organizational structure, and work processes of postal-service programs.
- Reviewing, planning, and scheduling MRIs, CTF SOEs, ship schedules, mobile-unit schedules, and related operational information.
- Navy or DoD military postal operations, military mail routing, Navy mobile-unit support, FPO addressing, ZIP Code management, or similar military logistics functions.
- AMPS and USPS routing or mail-processing systems.
- Analysis of postal transit times, service deficiencies, transportation costs, scanning performance, address-management issues, and routing effectiveness.
- Preparing data-driven reports, spreadsheets, briefings, operational findings, and recommendations for leadership.
Education, Experience, and Certifications
Education: HS diploma / prefer a college degree
Years of experience: Candidates should demonstrate sufficient relevant experience and knowledge to successfully perform the duties from the first day of performance.
Clearance: Secret clearance is a mandatory contract requirement; preferred: SCI eligibility

Work Environment and Security
- Work is expected to be performed at NAVSUP Headquarters in Mechanicsburg, Pennsylvania, in facilities cleared for classified work.
- The position requires work in secure rooms designed for the handling and storage of classified material.
- Duties may involve both classified and unclassified Navy/DoD/commercial systems and information.
- Telework is not the normal work arrangement. It may be permitted by the Government when performance at the primary location is not possible due to inclement weather, FPCON, HPCON, or other Government-determined circumstances.
Performance Expectations
- Maintain accurate, compliant, and timely routing decisions that support Navy operational requirements worldwide.
- Complete required routing actions by the end of the business day.
- Recognize emerging mail-service risks and escalate them immediately when service degradation may occur.
- Produce accurate reports, spreadsheets, correspondence, and metrics suitable for submission to NAVSUP leadership.
- Maintain effective working relationships with supported Navy units, postal agencies, transportation organizations, and Government stakeholders.
- Protect classified information and comply with all applicable security procedures.
