Position Summary

The Senior Budget Analyst (Specialist) provides advanced budget execution, financial planning, resource analysis, forecasting, funding analysis, portfolio-management, and executive reporting support to NTIA. The role evaluates spending patterns and funding conditions, develops forecasts, identifies execution risks, supports resource-allocation decisions, and translates complex budget information into clear, decision-useful recommendations for Government leadership.

Essential Duties and Responsibilities

  • Provide advanced budget-execution and resource-management support across assigned NTIA programs and organizational portfolios.
  • Track commitments, obligations, expenditures, remaining balances, planned requirements, projected shortfalls, and potential excess funds.
  • Monitor execution against operating plans, forecasts, funding targets, and organizational priorities.
  • Develop budget projections, expenditure forecasts, burn-rate analyses, and other resource-planning products.
  • Perform variance analysis and identify significant changes, trends, anomalies, and execution risks.
  • Support development and maintenance of operating plans and resource-allocation strategies.
  • Evaluate staffing and funding data to support workforce, program, and portfolio decisions.
  • Prepare concise executive summaries explaining budget status, significant variances, risks, and recommended actions.
  • Respond to budget data calls, executive taskers, financial inquiries, and recurring reporting requirements.
  • Coordinate financial information and requirements across NTIA offices, program stakeholders, accountants, acquisition personnel, and administrative staff.
  • Support reconciliation between planning data, program records, and authoritative financial-system information.
  • Prepare and maintain financial trackers, dashboards, briefing materials, charts, tables, and management reports.
  • Support use of Excel, Power BI, Tableau, Oracle Federal Financials, and other authorized Government systems as applicable.
  • Support year-end execution, closeout, and other time-sensitive budget-management periods.
  • Maintain organized supporting documentation, audit trails, and version-controlled financial records.
  • Develop and improve SOPs, recurring workflows, and financial-management processes.
  • Identify opportunities to reduce manual workload, improve financial visibility, and strengthen data quality.
  • Maintain confidentiality of budget, acquisition, personnel, and other sensitive Government information.

Qualifications

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, Public Administration, Financial Management, or a related discipline.
  • Approximately 6-10+ years of budget, financial-management, resource-management, or closely related experience.
  • Significant hands-on experience with budget execution, forecasting, variance analysis, and resource planning.
  • Advanced quantitative, analytical, Excel, written-communication, and briefing skills.
  • Demonstrated ability to manage multiple funding priorities and provide clear recommendations to leadership.

Preferred Qualifications

  • Federal budget and appropriations experience.
  • Knowledge of Federal fiscal law and budget-execution practices.
  • Department of Commerce or comparable civilian Federal agency experience.
  • Oracle Federal Financials experience.
  • Power BI and/or Tableau experience.
  • CDFM, CGFM, CPA, or similar financial credential.
  • Experience supporting large Federal programs or enterprise portfolios.

  • Identify funding and execution risks early and recommend practical mitigation actions.
  • Communicate complex budget information clearly to senior Government stakeholders.
  • Maintain reliable financial records, documentation, and reporting under time-sensitive conditions.

  • Produce accurate, timely, objective, understandable, and consistently formatted reports and work products.
  • Safeguard Government information, equipment, and property and comply with applicable security, confidentiality, privacy, and information-handling requirements.
  • Identify contractor status when required and appropriately mark contractor-produced documents and reports.
  • Complete and maintain training, credentials, certifications, or qualifications applicable to assigned duties.

Government Systems and Platforms That May Be Used

Oracle Federal Financials / Business Application Systems, Sunflower, PRISM, SharePoint, Microsoft 365, Tableau, Power BI, E2, GovTA, ServiceNow.

Schedule and Performance Environment

  • Monday-Friday during normal business hours, 7:00 a.m.-6:00 p.m. Eastern Time, excluding Federal holidays and Government-directed closures.
  • Routine travel is not required.
  • Specific priorities, sequencing, assignments, and levels of effort may change throughout performance based on Government direction and mission requirements.
