Technical Business Analyst

Location: 90% Remote / 10% at Atlanta, GA

Type: Full-Time Contract (5 years)

Schedule: 40 hours per week max.

Client: The Center for Disease Control and Prevention (CDC), Office of Infectious Diseases (OID), National Center for Immunization and Respiratory Diseases (NCIRD).

Need: Operation oversight of the Vaccine Tracking System (VTrckS) and the NCIRD Advanced Business Intelligence Platform (NABIP). Technical business analysts support services to test defects and the fixes to those defects and NABP in technical business analysts’ support.

Position: Technical Business Analyst

Experience: Minimum 3 – 5+ years with business analytics expertise on enterprise class data systems and with SAP system and components. Background in Information Systems, Communications, Public Health or related field.

Preferred Qualifications:

Knowledge of CDC culture, mission, and IT environment

Experience working with the CDC Enterprise Performance Life Cycle (EPLC) methodology

Experience with analysis, visualization and reporting software and capabilities

Technology knowledge: VTrckS, NABIP, SAP areas such as SAP CRM, SAP ECC, SAP HANA, SAP Business Suite on HANA, SAP HANA S/4, SAP SBO, SAP GUI, SAP Portal, SAP E-COMMERCE & custom applications like Spend Plan and operational environments, high-level functional systems analysis, design, integration, documentation, and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation. Responsibilities:

  • Triage new tickets and assign workflow for review and testing.
  • Provide assistance to the business analysts team for documenting business requirements and data validation in support of the VTrckS and NABIP project teams.
  • Support and analyze customer processes and requirements with with support of the program. Prepare specified project documentation. Assist in business process redesign and refine as needed.
  • Assist training and testing teams with activities for information systems.
  • Coordinate and participate in the exchange of information for NCIRD OD Informatics Team Lead on VTrckS and NABIP related initiatives.
  • Provide consultation to internal and external partners and Awardees.
  • Provide subject matter expertise in understanding of the business unit’s systems, capabilities, and respective technologies such as SAP & VTrckS.

  • Participate as needed in all phases of software development with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases.
  • Participate in meetings including preparing and set-up.
  • Develop reports and documentation associated with projects or initiatives assigned.
  • Gather, develop, coordinate, refine and maintain business requirements for various projects and/or systems from initial phase to final implementation, assuring requirements meet standards.
  • Interact with users, other portfolios, and vendors for full life cycle of project.
  • Assist in maintenance and communication of project status reports and tracking.
  • Provide user support and coordinate resolution of issues to include change management, root cause analysis, and appropriate escalation as needed.
  • Develop use cases and functional specifications and coordinate the capture of process models and functional testing, ensuring system is functionally appropriate, technically sound, and well integrated.
  • Develop and manage user acceptance criteria.
  • Coordinate the process to analyze, evaluate, implement, and maintain systems developed internally and/or externally with an outside vendor.
  • Assist in the development of project definitions, cost/benefit and risk analysis, work plans, progress reports, and presentations.
  • Transition product support to systems operations.
  • Assist in establishing end user training.
  • Assist with testing as appropriate in the area of defect management. Provide training to testers on procedures for logging in defects during testing cycles. Coordinate with the Training team defects that are resolved which will require modification of training materials.
  • Provide assistance to the training team on training activities for information systems.
  • Develop and maintain instructional material and SOPs for internal use by Business Analysts in conducting their core functions. Conduct proper knowledge transfer to FTEs or other contract staff. Develop a transition plan.
  • Record minutes from all issues and defects meetings and log into SharePoint for archiving purposes. Work with the Transport Management team to record all transports and numbers for defects.

o Set up new NDCs in Q5, Q6, Training and Production.

o Perform Testing, UAT and Production support for master data setup.

o Set up master data for new Vaccine Vendors, Depots, and Contracts.

o Perform quality check on DM004, DM008 and DM007 interfaces to BARDA for Pandemic Bulk Orders, Provider Orders and Receipts.

o Remediate Order exceptions with Awardees, Commercial Partners and Federal Agencies.

o Review or make changes to the data lake views

o Review and process Order cancellations.

o Perform the reversal of Orders cancelled by mistake.

  • When requested, conduct VTrckS level2 support activities as follows:
  • Perform and assist in triaging front office or back office tickets escalated to CDC level2 for resolution. Log all items into HPQC and route the ticket according to established level2 standard operating procedures.
  • Monitor all issues and defects on a daily basis to ensure that they are being worked in a timely manner.
  • Ensure items that have been resolved are closed in a timely manner with the appropriate level of documentation.
  • Follow-up with appropriate staff to ensure that status updates are input in HPQC for open items.
  • Provide reports on all open issues and defects on a daily basis to the Contact Center.
  • Monitor VTrckS level 2 mailbox to ensure items are logged quickly into HPQC for accountability. Attend all meetings during which defects and issues are discussed to provide up-to-date information to all VTrckS Leadership.
  • When requested, conduct NABIP HANA level 2 support activities as follows:
  • Perform and assist in triaging NABIP HANA tickets. Log all items into HPQC and route the ticket according to established NABIP HANA level2 standard operating procedures.
  • Conduct daily ticket maintenance as described in the NABIP HANA level2 standard operating procedures.
  • Ensure items that have been resolved are closed in a timely manner with the appropriate level of documentation.
  • Follow-up with appropriate staff to ensure that status updates are input in HPQC for open items.
  • Monitor NABIP Support mailbox to ensure items are logged quickly into HPQC for accountability and emails are filed in the appropriate subfolders, per the NABIP HANA level2 standard operating procedures.
